Each program is scored on five criteria using a normalized 1-10 scale. Scores are weighted and combined into a composite total. The methodology prioritizes cost and mobility (50% combined weight) because those are the two factors applicants care about most.
Minimum investment or donation for a single applicant, normalized across all programs. Lower cost per passport = higher score. Includes government fees, due diligence costs, and mandatory contributions.
Combines the Henley Passport Index ranking with the total number of visa-free or visa-on-arrival destinations. Both metrics are equally weighted within this category.
Average processing time from application to passport issuance. Faster programs score higher. Processing times are based on official government timelines and verified client experiences.
Total cost for a family of four (applicant, spouse, two children). Accounts for additional government fees and processing charges per dependent. Lower family cost = higher score.
Effective corporate tax rate, territorial vs. worldwide taxation, and treaty network. Jurisdictions with territorial systems or zero corporate tax score highest. Malta uses its effective rate (5%) rather than headline (35%).
Passport rankings from the Henley Passport Index (Q3 2026). Program costs from official government CBI unit publications. Tax rates from jurisdiction tax authority websites. Processing times from government guidelines and verified industry data.
